Document Management Solution Turns a Good Deed for Barnstable County; Reduces Costs, Improves Access

CAPE COD, MA - 12 Sep 2006:  A new document management solution developed and installed by IBM (NYSE: IBM) and its partners for the Barnstable County Registry of Deeds reduces costs, speeds document access and has increased revenues by 25 percent.

The new consolidated technology -- which allows the Registry to provide its residents with deeds, homesteads, liens, mortgages, takings, property tax research, and surveying reports -- has helped expand the registry's record capacity and online access, and lowered technology costs.

"We are the only deeds office in the state to offer approximately 300 years of indexed information on the Internet," said John F. Meade, Register of Barnstable County. "We receive and record from 130,000 to 200,000 documents annually. With the new IBM solution, our 1,500 Internet subscribers can access these documents on-line and print whatever they need, whenever they need it, and for only a small fee."

By teaming with IBM and Premier Business Partners Strategic Computer Solutions and BROWNtech to simplify the accessibility of records information online, the Registry significantly increased user access and revenue for these services by 25 percent. Barnstable County Deeds Registry's technology investments with the IBM partnership are approximately 15 percent of the increased revenues collected through the updated system.

"Not only has the new solution saved the Registry financially -- it has improved employee productivity by reducing employee hours spent on manual tasks," added Register Meade. "Working with IBM was a seamless effort in providing a greater level of information."

With help from Strategic Computer Solutions, the Registry upgraded its IBM server to the System i5 520. The new System i runs the BROWNtech Document Management and Imaging System solution, provides all the functionality required for employees to receive documents, leverage bar codes, and index, proof, scan, view or fax the documents.

In addition to supporting both Internet and dial-in accessibility, the solution supports billing and receivables processes and enables users to generate reports, designed not only to increase employee productivity, but also to extend accurate information to the public. Upon registering for the deeds on-line service, users -- everyone from mortgage lenders to municipalities to homeowners -- can quickly and efficiently obtain information and print documents from the Barnstable Registry's website.

Established in 1685 from Plymouth County and located in Barnstable, MA, the Barnstable County Registry of Deeds is the legal recording office and repository for land records for the county's 15 towns of Eastern Massachusetts. The Registry has been using IBM systems for over 15 years.
