IBM WebSphere® Telecom Web Services Server (TWSS) offers secure, flexible, policy driven and controlled access to network services.
Explore new business models and revenue opportunities generated from the controlled service exposure of core network with a standards-based gateway for third-party access to network elements and information. It extends the Parlay REST API , GSMA OneAPI and the SOAP based Parlay X API industry standards to enable CSPs to provide third parties with controlled, reliable access to network capabilities such as location, messaging, presence and call control.
Application developers can enhance consumer and enterprise applications with valuable service provider network capabilities and information by accessing network services through standards-based Parlay X web services and REST-style Application Programming Interfaces. This gives consumer and business users a broader choice of tailored applications that include rich communications capabilities.
Modular architecture enables service providers to flexibly scale and evolve WebSphere Telecom Web Services Server implementations to meet rapidly changing customer demands and network technologies. WebSphere TWSS is comprised of a front-end Access Gateway for controlling and managing third-party access to network services and back-end service implementations of the Parlay X-based connections to network elements for exposing specific network functions and information.
- Access Gateway: provides a common control point which CSPs can use to define, manage and enforce policies and Service Level Agreements (SLAs) for third-party services and subscribers. At all times, the CSP controls which applications and which users have access to which network capabilities and under what conditions. The Access Gateway is built on IBM WebSphere Enterprise Service Bus (ESB), which provides the flexibility to customize web service messages processing in accordance with the CSP's network policies. Access Gateway also allows CSPs to expose network capabilities such as location, messaging and charging through REST-style interfaces.
- Web service implementations: deliver interfaces, compliant with Parlay X web services standards, for accessing network functions including third-party call, call notification, presence, terminal status and location, Short Messaging Service (SMS) and multimedia messaging (MMS). Additionally, WebSphere TWSS provides service providers flexible network implementation options by supporting connection to current networks through a Parlay Gateway, direct connection to network elements or connections to emerging IP Multimedia System (IMS) infrastructures.

Historically, building applications and services that accessed or extended the service provider’s networks was very difficult. It required a select set of skills and knowledge of various pieces of equipment and a variety of telecom protocols. As a result, few ISVs provided telecom services and enterprise or consumer applications that leveraged telecom capabilities.
Based on the principles of a service oriented architecture (SOA), telecom web services enable service creation to evolve from a highly specialized, platform-specific model to an open model built on proven technologies and products and a robust foundation defined by Parlay/Open Services Architecture (OSA). This new model for service creation and execution can reduce the dependency on advanced telecom equipment skills to create new services.
