Sub-capacity pricing enhancements

With OW55509, WLM calculates the 4-hour rolling average for all LPARs including those for which no defined capacity was specified. To avoid capping during system startup, the system initializes the 4-hour rolling average to a minimum value close to zero.

The Resource Measurement Facility (RMF) provides the new Monitor III CPC Capacity Report that lists the LPARs defined within the CEC, their characteristics, and their current utilization. In addition, the CPC report also shows WLM soft capping information for all partitions.
