IBM's Diverse Supplier Certification Requirements

As a supplier of goods and services to various government agencies and commercial customers IBM is required to report expenditures with, and information about, its diverse suppliers. This same data is also reported to various organizations that support diverse suppliers and individuals. Diverse suppliers include minority owned, women owned, small veteran owned and GLBT (gay, lesbian, bisexual and transgender) owned firms. Additionally, nonprofit organizations that employ people with disabilities, firms located in HUBZones (historically underutilized business zones) and HBCU/MIs (historically black colleges and universities and minority institutions) are considered to be diverse. Definition summaries for the two largest diverse groups follow. Potential and existing IBM suppliers are encouraged to seek out further definitions for all of the above mentioned groups by contacting either the NMSDC (National Minority Supplier Development Council), the WBENC (Women Business Enterprise National Council), the NGLCC (National Gay and Lesbian Chamber of Commerce) or the SBA (Small Business Administration). Note that within the definitions for each diverse group it is stipulated that business owners must be U.S. citizens.

Minority owned businesses are defined as being at least 51% owned and controlled by one or more individuals from any of the following ethnic groups: Black, Hispanic, Native (including Eskimo and Native Hawaiians) and Asian Americans; or is "minority controlled" by 30% of its voting stock, board of directors and management.

Women owned businesses are defined as being at least 51% owned and controlled by one or more women.

GLBT owned businesses are defined as being at least 51% owned by one or more gay, lesbian, bisexual or transgendered individuals.

Suppliers that wish to have minority owned, women owned or HUBZone business designation within IBM's systems must provide appropriate certification(s). Suppliers must acquire and maintain valid certification(s) from the following agencies and/or associations, as appropriate. Where multiple designations apply multiple certifications from multiple agencies/associations are required.
  • The NMSDC or its regional affiliate councils
  • The SBA
  • Other federal government agencies
  • State or Local (county, city) government agencies
  • The WBENC
  • The NWBOC (National Women Business Owner's Council)
  • NGLCC (National Gay and Lesbian Chamber of Commerce)
    Minority-owned, women owned, and HUBZone businesses are asked to provide a copy of their certification(s) to Ann Fuller listed below. Additionally, all minority-owned firms are asked to specify their ethnic group.
