The key ideas presented in this paper focus on 21st century risk, a strategy of “intelligent immunity,” a Global Movement Management analytical framework, strategic human capital, unique data assets and skills to be leveraged through technology, and a public-private solution to bridge a critical governance gap. The new framework addresses the asymmetric risk posed by terrorism and the unpredictable consequences of unintentional disruptions to which today’s global economic and security infrastructure is increasingly exposed.
