Dennie Welsh served as an IBM senior vice president, and, beginning in 1995, as the first general manager of IBM Global Services.

The following is the text of an IBM biography published in May 1992.

Dennie M. Welsh, an IBM vice president, is president and chief executive officer of Integrated Systems Solutions Corporation (ISSC). ISSC is a wholly-owned IBM subsidiary which provides turnkey and customized information technology services to customers in many industries in the United States.

His company offers a complete range of information technology services including systems integration, data center operations, application programming, network design and operations, item processing services, business recovery services, and information technology consulting. Mr. Welsh's company also provides outsourcing to IBM for information systems supporting tens of thousands of employees in the U.S.

ISSC was created to meet growing demand from customers to outsource their information technology work. Under a typical long-term outsourcing agreement, ISSC assumes part or all of a customer's IT responsibilities.

Mr. Welsh joined IBM in 1966 as an engineer on the NASA Apollo space program. He subsequently held technical and management assignments, which included work with the United States government on large development and operations contracts. In 1983, he became general manager of IBM Gaithersburg, Md., where his responsibilities included systems integration projects. In 1985, he became vice president and general manager of IBM's plant and laboratory in Manassas, Va., where he was responsible for IBM's advanced semiconductor laboratory as well as IBM's systems integration and service contracts with the Navy, Air Force and selected banks.

In 1988, he was appointed vice president, IBM Systems Integration Division, where he was responsible for IBM's development, manufacture and systems integration business with all federal agencies as well as select commercial customers.

He became president of the IBM Systems Services Division in November 1990 and president and chief executive officer of ISSC in May 1991. He was elected an IBM vice president in January 1992.

Before joining IBM, Mr. Welsh was an officer and pilot in the U.S. Army. He holds a bachelor of science degree in mathematics from Middle Tennessee State University, and he attended the Massachusetts Institute of Technology Sloan School of Management program for senior executives.

He is active in civic and industry associations and currently serves as vice chairman of the U.S. Navy Research Council.
