IBM Value Added Enhancement (VAE) - Public Sector Category
These VAEs are for firms that have the experience and skilled resources for sales to:
  • Educational institutions
  • Federal Government
  • State and Local Government
Of the current Public Sector category of VAEs the U.S. Education and U.S. State and Local Government VAEs require additional certifications at a sales location level.

U.S. Education (P003) - Updated in 505-267/A05-1529, dated October 4, 2005. For the U.S. Education application, refer to the U.S. Education VAE Application package in the Operations Library in the BP Library in PartnerWorld.

U.S. State and Local Government (P004) - Updated in 505-267/A05-1529, dated October 4, 2005. For the specific requirements for each state, application and states accepting applications, refer to the U.S. State and Local Government package in the Operations Library in the BP Library in PartnerWorld.

  • VAE: For the U.S. State and Local Government VAE, the number of current product sales and/or technical certifications required by product are based on the approved state. See Note 8 for accepted certifications.
Special conditions
  • Lapse in Certification: Notify IBM within 30 days of lapse. The Business Partner has three months to meet certification requirements to maintain VAE approval. The Business Partner can continue marketing during the three months period. If there is a failure to notify IBM or a failure to comply, the Business Partner can reapply after the 12-month waiting period.
  • Prerequisite approval of a Solutions VAE (not including the Managed Services VAE), except for the Education and Federal VAEs
  • Billed Value Measurement: No
  • Face-to-Face Meeting: Yes
  • Sales Location: Yes, for U.S. State and Local Government and U.S. Education

VAE Name: U.S. Education

Eligible Products:
  • Power servers—All models
  • System i—All models
  • System p—All models
  • MES model/processor upgrades
  • Non-processor MESs—yes
Minimum VAE Solution Requirements:
  • Sale, installation, and implementation of an eligible IBM product and associated operating system at a customer establishment
  • Demonstrate experience and established relationships in education in the geographic areas specified in the Business Partner's application.
  • Provide the skills to design, demonstrate, implement, train, and support solutions required by the education customer.
  • Respond to an education customer's requests for proposal that may include one or more of the following:
    • Systems configuration and validation based on an education customer's requirements.
    • Systems integration of products, solutions, services, and networks.
    • Fulfillment and implementation of IBM products and services.
    • End-user training and technical support for IBM products as required by the education customer.
  • Maintain superior customer satisfaction with its coverage, fulfillment, support, and services.
  • Perform pre-procurement marketing activities, such as analyzing customer requirements, mapping to IBM solutions, and recommending appropriate alternatives.
  • Proposal to the customer must include the new system configuration in detail: A complete listing of the hardware, software, and services to be provided.
Minimum Firm Eligibility Requirements:
  • Certifications required: Yes, a minimum of three current IBM product sales or technical in each approved geographic area.

Eligible Products:
  • Power servers—All models

  • MES model/processor upgrades
  • Non-processor MESs—yes
Minimum VAE Solution Requirements:
  • Sale, installation, and implementation of an eligible IBM product and associated operating system at a customer establishment
  • Demonstrate an established business relationship with the state and/or local government making a purchasing decision
  • Provide the skills to design, demonstrate, implement, train, and support solutions required by the state or local government.
  • Perform pre-procurement marketing activities, such as analyzing customer requirements, mapping to IBM solutions, and recommending appropriate alternatives
  • Perform pre-proposal systems configuration and validation
  • Respond to the government's solicitation and negotiate a contract that complies with state and/or local government laws and acquisition policies
  • Fulfill and implement products and services, including integration of systems, products, solutions, services, and networks, as specified by the government
  • Provide end-user training and technical support for IBM products as required by the government's solicitation
  • Maintain customer satisfaction with its coverage, fulfillment, support, and services
Minimum Firm Eligibility Requirements:
